If you can honestly explain how this is done then you get 100 Crazy bucks. What’s that good for, you ask? I’m not sure, but it may be a collectors item one day.

on 1:42-1:46 you can see him hand the card to someone
that person gives the card to a person under the tank, who can put the card on the glass from the inside (hole in the bottom of the tank i guess) the spray of cards conceals/ distracts the hand that puts it there
putting his hand through the glass is probably done with a 3rd layer of plexiglass between the normal double glass with enough room to allow for the circle that fills in the hole while the pressure from the water is enough to hold it in place. the water also hides the middle piece, which probably goes all the way down the tank so the person there can help with removing and putting it back.
btw you also see him tap a whole other part then where he actually puts his hand through (about 5-10cm higher) and the napkin is to make a better seal
